Case studies and stories from the field.
A Story of Justice: How Technology Helped Bring a Trafficker to Justice
For law enforcement, human trafficking cases are as urgent as they are complex. Victims are often moved between locations, exploited under the threat of violence, and silenced by fear. Yet, in two related cases involving a repeat offender, technology became the key to uncovering the truth and securing justice. This is the story of how law enforcement, with the help of Spotlight, uncovered hidden evidence, recovered victims, and brought a trafficker to justice.
Things Aren’t Always What They Seem
On a sunny summer afternoon, Vacaville patrol officers received an alert from dispatch that a stolen vehicle had just entered our city. Patrol officers scoured the area looking for the stolen car and located it on one of our city streets near the freeway and initiated a traffic stop. The driver, a teenage girl under 18, complied with commands and exited the vehicle. Alone and visibly distressed, she explained that she had no family to call for help. Her mother had recently passed away, and her father was described as a “deadbeat”.

As one who has been working on human trafficking investigations for nearly two decades, I can confidently say that Spotlight is foundational for any investigator working to combat sex trafficking...
Something that we continue to see over and over is missing children who end up being exploited through commercial sex. More often than not, that exploitation is advertised online, where Spotlight is positioned to reveal it.
